The Caitians, an offshoot of the Kzinti, were seen as a bomination by their progenitor race. For centuries, the Kzinti fought to eradicate the Caitians, culminating in an all-out genocide in 2271. The Federation did nothing for Cait, being merely candidate members. Starfleet was explicitly ordered not to intervene. The reason: Section 31's master plan involved the Kzinti gaining foothold in the region. If it meant sacrificing the Caitians for what they percieved as the greater good, so be it.
On The Glaive, a starbase in the Mizar system, a group of Starfleet captains openly rebelled. Leading them was the commander of an ex-First Fleet ship assigned to Starfleet service three years prior, after the devastating Third Man-Kzin War. Captain David Metlesits, who has losat his homeworld to the Kzinti would not stand for the Caitians to be slaughterted. Humankind, as well as the Andorians, became the patrons of the Caitians a couple of months before the Kzinti onslaught, allying themselves inn the Treaty of the Iron Triangle. The Federation might turn its head the other way, but not Earth and Andor. And not those ships whose crews knew the Caitians.
The small rebel fleet did their best to fight off the Kzinti fleet over Cait, but it was a massive defeat. The ships barely managed to escape, and the massacre on Cait continued. But it was enough to raise awareness, and a quiet revolution was happening on the Federation capital world of Earth. Admiral Maria Boccioni, chief of Supplies and Logistics, gathered a group of followers and depised the corrupt UEFF admirals, lackies of Section 31. Coordinating with her counterpart in San Francisco, Boccioni declared the annullment of the Interfleet Agreement of 2268, reinstating the Polaris and the rest of the Pallada fleet into the First Fleet. With Section 31 losing foothold, its grip loosening on the Federation Council and Starfleet Command, the Federation finally declared war on the Kzinti Patriarchy on 21 May 2271.

Okay, guys, this is a remake of one of my earliest renders which I did using my own models:
I think both my modelling and redersing skills have developed since then, in the past decade.
Story-wise, this is the first time the Polaris gets her ass handed to her. Up till the Battle of Kzinhome in the Kzin-Tzenkethi War, this was the biggest beating she got. But she soldiered on, as we all know, as she is constant like the Northern Star.

The S31 master plan was creating a buffer zone, namely the Kzinti Patriarchy, between the Federation and another expansive internplanetary superpower they has only vague data on. Today, we know them as the Cardassian Union.
S31 thought that allowing the Kzinti to thrive between the Federation and the Cardassians, conflict between the two could be avoided.
