That always struck me as odd.Β Scotty's working against the clock, with only a couple of assistants, to get the utterly crippled Constellation's impulse engines working without blowing it up in the process; and at some point he decides to take some time to get the phasers working.Β What else was he working on?
"...I have one bank recharged.Β I've also invented the replicator and taken the liberty of installing them throughout the ship!"

He never said he personally charged the phaser bank. I have one bank recharged could simply mean that he reports that the phaser bank is up and running. Although I'm not a native speaker of English, I think I have recherged one bank would mean that he himself has done it.

That's completely valid, though his statement was vague enough that it could go either way.Β I got the impression that he was implying that he had intentionally taken a moment to channel power to phasers because he realized they might need them under the circumstances--but it's probably more likely the phaser bank was automatically charged when impulse power became available.Β
I just like the idea that Scotty's just absurdly, insanely good at what he does--that he got impulse working, phasers online, and if he had twenty more minutes, he would have had Constellation working better than new.Β

I also like to imagine that we never got to see how good Scotty really is because every time he's on-screen, he's a little bit hungover.Β
