Well yea now that i think about it you have a good point. Especially since that the air is POSSIBLY thinner that high up, honestly not sure if that would count here or make any sense, but i figure it at least kinda seems to fit?

Well i mean, i'd assume you know that air gets thinner as you get higher up so that would probably be one of the reason's he'd evolve that. Another idea is maybe they are to help "vent" the heat from his atomic breathe so it doesn't hurt him in the process. Like how older Light-Machine Guns have a water-cooling system.

double teeth rows is a cool idea i'm shocked wasn't a thing with him normally

The Heisei version introduced in Godzilla vs. BiollanteΒ (BioGoji) has double rows of teeth. Admittedly, they're more closely clustered together than this version.
