Perturabo himself used this mantra, as did everytone in the legion, including Soltarn Vull Bronn in La Fenice, and Soulaka when Fabius removed his progenoids while he was still alive
And it's called "The Unbreakable Litany"

Aren't progenoids usually removed while the Marine is alive?  As I understand it, they simply need to 'mature' over a few decades within an Astartes body and are then harvested to cultivate new implants or add to the vaults. 

Of course, that makes me wonder what the heck Apothecaries are retrieving from battlefields most of the time.  The only progenoids 'young' enough to be still implanted would probably be from the scout companies.

No the age of a progenoid gland is not the problem, because some of them can be traced up to the great crusade (10,000 years ago). The problem for Soulaka is that he got his progenoids removend while he was still conscious. Imagine getting an organ removed while you're fully awake. This is a rather painful experience
The early removal of the progenoids is only intended in case of a marine being killed and his body mauled beyond salvage, so the chapter can still live even though the marine is utterly annihilated. Imagine the removal of the progenoids as a preventive operation, like getting your wisdom teeth removed even if they don't hurt you
