To open tga files use PhotoFiltre.
Or PhotoShop.Or GIMP.
or if you want you can conver it to png
(this has smaller size than bmp and more nice quality)

.tga files don't really work well with PMDE's coloring feature. What I'd recommend it so either change the file into a .bmp/.png/.jpg/etc file, and then recolor it, or recolor the .tga file in an image editing program (Paint.NET, Photoshop, GIMP, etc.).

Just open the .tga file in an image editing program and save it as a .bmp file. Or use a converter.
