now I feel like I'm getting somewhere with this digital shennaniganzorz.
I took the smudge tool and went bananas
Mina is waay too shiny, but I like shiny 
Mina Mongoose is from the Archie Sonic Comics
Done in GIMP (with a mouse X3)
Here's the lineart if anyone is really bored and wants to colour it

I had a little lookie at your digital stuff, and I'd suggest that for your shadows and highlights you might want to try adjusting the hues as well as the values. I used (abused) the smudge tool to get a blended look

It looks like the path tool is working really nicely for you 
It looks like you're going more for a soft shading style but your dark values still look rather bland. However in this pic, the shiny look kind of compensates for that. The shiny look is not too overpowering, but it was definitely pushing close to looking like her hair's glowing. But it does look fine the way it is.
Shoes look a little odd...but I have trouble with shoes too so there's not much advice I can offer except keep practicing. Her torso looks off too. When I imagine where her spine would be going, it's in a rather odd position (going off of visual cues like where her chest, bellybutton, and pants are placed), almost like a Z shape. If you're drawing this by hand or even on the computer, draw a guideline for the spine and neck. People (and shockingly even Sonic characters) have reflective symmetry. What I love about drawing a guideline for the spine and neck is that you can imagine the spine cutting the body in half and you can place nearly everything where it's supposed to be by following that line. That's how I get Biohazard looking proportional. Same with any girl characters I draw. XD
But anatomy-wise, everything else looks pretty darn good.

I put plenty of effort in the lineart, so I'm happy it turned out well
I see that the shadows are still lacking something in places... What would you suggest, should they be darker, or more varied in hue...? I'm happy with some areas (like her ears) but not so pleased with others (her chest) and I'm not so sure whats gone wrong. I reworked her shorts twice and they still look plasticy... but this is such a huge improvement from my most recent pic, I really shouldn't whine 
Yeah, her feet aren't really feet-shaped. My bad! I'll be sure to fix that next time round. I can do better than that. (I hope!)
I did actually start with a spine-line, as you described! It all went bad when I drew her boobs and her top

Well, if it was traditional, I would just layer in a bit more color or maybe even try a similar darker color. I suggest you try the same thing of adding in a darker color and then doing a gradual transition from dark to light.
So here's how I would do it:
Put in the base color. Add light value in the form of lines (kind of like anime shading). Same with the dark lines. Then use the smudge tool to blend and add highlights where necessary. But you might have to extreme with the dark colors but it'll help get some volume in too so the piece doesn't look so flat. But don't be hesitant about darkening certain areas because if you don't like it, you can always hit the undo button
As for her shorts, you can fix that with texture, darker shading, and wrinkles. I've been trying to work on this as well, but try thinking of the cloth like water, it flows and ripples. It's almost like it's own entity so unless the pants are full of starch, it's going to move and wrinkle.
Try starting off the foot as a square, then round it out.
Well, maybe lighten up on the curves, then align her bellybutton right on the spine line. That'll straighten it out a bit more.

I love the colors and designs. 
It was a reaalllly long time ago when I got those tips; I'm not even sure if it was on dA or not. But something about how it would make it look like a watery mess and/or a little tacky.
This looks just fine though.
I found out how to fix up my like art thanks to a tip from a friend that I finally figured out how to do. So I'm eager to try one last digital arts before starting on my personal challenge.
