Believe it or not, this guy's new name as a member of the Eccentrix is Dr. Gillmore! So this isn't his actual name, but just his SCP Classification. Thing is almost every intelligent SCP gets a real name once they get to come to the Eccentri-City. The one city that can handle having SCP's as civilians.

BUT ANYWAY, THIS GUY....he was entirely alive by the time he was recovered by the SCP Foundation. But ended up getting killed soon after he contracted a disease there. He was taken away as he was attempting to repair a time portal, only to have died later on in the Foundation. His remains were stored away in liquid nitrogen, until one day, more Eccentrix members came to the Foundation for their daily rounds of work. In this case, one of their members, Andre the Andrewsarchus, had discovered the ruins of this dead dinosaur. He used his Skull Whispering ritual to recall the dinosaur's soul, and communicate with him.

He learned that the dino still felt his work wasn't finished, and that he was still on a personal hunt for knowledge. He wanted to go back to the mortal world to see it for himself, also discovering that the Eccentri-City's libraries and alien citizens can provide a wealth of info that can also help him repair his time portal.

So, after seeing the SCP could learn more from him if they revive him for research, and get him enlisted for Eccentrix medical care to bring him back up to speed, they let him take his remains, and bring him back.

He found his time portal under Jacqueline's possession and strangely enough FIXED, quite amused with how often she's been using it. However, he discovered how much scientific information he can learn from the off-world residents of the Eccentri-City, and has become a very active research in many disciplines. Mostly specializing in physics and mechanical engineering, with a side of surgical know-how.
