Description
Another CG of the old Visual Novel I worked on. The guy (main character) came to the girl's locker to return the notebook she had dropped but he didn't expect the girl to be in there changing.Characters by me, background by partner bg artist. He doesn't have a DA account so I can't credit him here.

If he didn't expect to find her in there, why was he going there to find her? Why did he decide that the locker room would be a good place to leave something of her's for her to find? If the lockers are safe enough (with locks) that he can trust the notebook to be found by her and her only when she next had gym class (perhaps after a time she might need the notebook again), then he wouldn't be able to leave it inside said locker.
Going to the school administration office, where they can use the PA to get her attention immediately wherever she might be on campus, would be the most obvious solution. Next would be to find her desk in her homeroom. The locker room would be the last place that would occur to a person (unless he's actually looking for an excuse to go in there).
These things that anime guys think of are downright contradictory to what realistic minds process. Freezing and staring when catching a girl changing? That wouldn't happen. The natural response is to halt and go 'oh shit, sorry' and turn back without so much more as a glance. That's just one example of how male protagonists in stories like these are kind of .. The Brain, Overturned.
In summary.. this scene makes no sense.
But I digress. The art is very good. The shading is done really well on her clothes and the background, despite how there only seems to be one light in the room, right over her locker.

I didn't say it was a school locker room, it's the locker room for employees in a restaurant. And the situation is far different from what you imagined. It took pages of scripts to develope since the moment the main character wanted to return the notebook. I could only give a brief, quite unclear summary to explain the idea of the scene and it seems like you misunderstood it in your own way. Thanks for the comment anyway.

I am guessing this is the girl's locker room rather then a classroom locker.
If he walked into the girl's locker room he is kind of asking for it, but at least the view is nice for his last ^_~
