Leer is the Game Master for the Desire Grand Prix: International, tasked with designing the games for the Players to participate in. It is rumored that he was once a player, but the DGP offered him a position in management because of his skill in the games. After Scowl's Vision Driver is stolen, Leer keeps the remaining players empowered to fight in the Jyamato Grand Prix,

Leer is intimately familiar with the rules and boundaries of the game, and knows the exploit for any situation. Besides being incredibly strong and fast, Scowl is armed with five HypnoEye control devices, which grant him numerous powers. When detached from his body, individual HypnoEyes can fire bolts of energy, and when combined, they can form shields and more complex constructs.

Leer swipes his Providence card once, directing his HypnoEyes to orbit his target before using gestures like punches or sweeps of the leg to slam them into his target.

Leer swipes his Providence card twice, sparking with red and white energy as his HypnoEye generates shackles to hold his target in place. Leer slowly approaches the player before spinning at the last moment and delivering all his pent-up energy in a single kick.
