The commissioner didn't specify, but I like to think the girl had just passed on, and he's hopping into her place - she's in good shape (though probably will have to deal with some embarrassment watching someone else live her life), and he has a chance to live anew, and live in a way that won't send him to heck again!

Heh, "send him to heck."
Though this lad seems like a bit of a shrewd customer; he may not be so willing to get back on the straight and narrow, even when given a second chance. Old habits die hard, after all; certainly harder than bodies do. His outfit also looks kind of old-timey: what if he's from the 1930s, and he's been playing poker with the devil for 80 years (or a few hours; time probably works differently in Hell), and only just now finally won? This Skylord2086 is a colossal tease!
He'll also have to reconcile his new life here, and piece together what he can find out about this woman who's been lost to this world. She's but a memory, a fleeting thought, a balloon a child has let go, and this scrappy little card shark has become that child. Can an old soul truly be one with a new body?Β

Rule one, never deal with the devil even if its to win your soul back. Rule 2 the house always wins in the end. rule 3. At least he is cute now! ^^

The problem with trying to be specific and word a wish that can't go wrong when you're doing a deal with the devil is twofold. 1) No human language is designed to be that specific and it is comically easy to misinterpret something for your benefit if you have a large enough vocabulary and a twisted enough mind. Seriously, lawyers spend years and thousands of dollars trying to come up with loophole-less wording, and still fail. And 2) Hell has almost all the lawyers.
If you're working with Djinn, then 2 is not such a problem, but you instead replace it with trickster-spiritness and the probability that they're not a native speaker of whatever language you're working in.

Coulnd't the first wish be "I wish that you were a kind hearted djin that always had the best interest of the wishers at heart?

This is a brilliant idea for a comic and you should make a story out of it. I would read it.

This is why you need to spell it out, get it in writing, and make sure all the loop holes are plugged.

Back: to return to a previous state. to move back. to the rear. in return. to support. It's all there in the wording, just not the interpretation.
