Description
Carnotaurus sastreiNamed by Jose Bonaparte, 1985
Diet: Carnivore (Prey included mostly fast-running prey such as ornithopods like Willinakaqe and the young of titanosaur sauropods such as Saltasaurus; it may have also been an opportunistic scavenger)
Type: Neoceratosauria (Abelisaurid) theropod dinosaur
Size: 30 feet (9 meters) long and 2.4 tons
Region: South America (Argentina)
Age: Late Cretaceous (72 to 69.9 million BC; Early Maastrichtian)
Rivals: Quilmesaurus curriei (a smaller abelisaurid species living in Maastrichtian Argentina)
Episode: Walking with Dinosaurs: Inside Their World (vignette3.wikia.nocookie.net/w… and vignette3.wikia.nocookie.net/w… )
Info: One of the largest and best-known abelisaurids and South America's youngest species of non-avian theropod, Carnotaurus is well-known to scientists and experts of the large, bull-like horns over its brow (hence its name meaning "Meat-eating Bull"), its short, deep blunt-nosed skull, a shallow hook-like lower jaw, forward-facing eyes (giving it depth perception), a body covered in spikes and scutes, and tiny stub-like forearms even tinier than T. rex's. In 2011, a study from the University of Alberta Canada show that the tail of Carnotaurus was thick and muscular attached to the back of its legs, which would've enabled this dinosaur to become a quick, active, and fast-running hunter (albeit not agile as its tail was unable to turn quickly) at an estimate speed of up to more than 31 mph, fast enough to outpass an olympic sprinter.
Note: Based on Coloration based on King cheetah

Sorry. Let's just say I red that graphic novel. In that, most theropods were feathery.

Well yeah but it's just a novel not a peer-reviewed paper.

Because that's one of the few places it could really have them.

Where's the evidence that they had feathers to begin with?

It doesn't have any evidence whatsoever, but if it did have any quill-like structures, they might have been on the small arms for a hypothetical display.
This is speculation, however.

Nice.
Though Carnotaurus didn't have its osteoderms arranged in a neat, orderly fashion. They were more random and less numerous than what you depicted here. Also, they weren't pointy but round.

The neck also seems to be devoid of osteoderms on its dorsal side.
Otherwise, nice work.

Here.
They are rounded and are in no particular order and range in size across the body.

Yep. Though I at first thought it was the Dragonsaurus from Dazzle the Dinosaur by Marcus Pfister.
