Maybe. There was concept art of Quiet smoking a cigarette, but that might have been made before they finalized her role in the story. I'd like to think she would enjoy a smoke if Venom Snake offered it to her. Especially if it was after a long and stressful mission.

Yeah, they do. I say they should get over themselves.
And in all honesty, the game hasn't even come out yet, so there's yet to be an explanation to her clothing. One theory is that she requires the sun to use her abilities, like a plant gathers light energy with photosynthesis, since a past character in MGS3 with similar abilities needed the same, though didn't need much skin shown.

Yeah. I had some skepticism about her choice of clothes in the desert, but seeing as she could absorb sunlight like Superman it kind of makes sense.
I doubt it'll convince some of those Sarkesianites to cool their tits or win over any scorned Metal Gear fans.
