Preliminary research on this level of warbird had basically begun before the Romulan supernova event; it was not until 2396 that the Romulan Free State government officially initiated a project for the next generation of advanced battleships.
Romulan Free needs to make up for the gap in naval ships caused by the supernova event; Valdore needs a matching larger battleship to replace the old deridex-class battlecruiser. With the new generation of warships such as the Odyssey class, Pathfinder class, and Duderstadt class of the Federation Navy entering service, Romulan Free needs a new type of warship to cope with the huge pressure from the Federation's new warships.
Invisibility
This warbird possesses the first invisibility capabilities, and the ability to remain invisible at warp speeds that has never been seen except for the Scimitar class. This capability allows the Iovita-class warbirds to stealthily penetrate Federation airspace - both in peacetime and in times of war; they can stealthily approach Federation naval bases and shipyards where they can track large Federation capital ships one-on-one, and Remove stealth and destroy as soon as war breaks out.
