what makes it an Ultra Fractal? (not saying there's anything bad about it, i just don't understand the significance of the term)

Ahhh - Ultra Fractal is a program for making fractals - THE program to use, actually. It's just hard to use compared to other fractal-making programs, so I'm just now getting into it.
