I assume Dash is trying to break up the naturally formed tornado, but only because notices would have gone out earlier if there was going to be an attempt to create a tornado today, even if that attempt was by no means guaranteed to succeed. Also, I don't know why it would be desirable to create a tornado in the first place.
I mean, it looks more like she's pulling a tornado out of the cloud, but see above.

Minor criticism: In panel 4 (if you count the backdrop as a panel), RD's mouth looks a bit weird, especially with her nostril like that. Maybe if her mouth went around her mule, so that we couldn't see the other end? Not really sure, but it's a thought

it's difficult thinking about the join between the head and the neck in 3d, still, and that throws off the proportions of the face a lot. the face still looks kinda wonky, but I'm not sure I can make it look better right now--more practice is probably required.
