Yeah. That's the real Perry in Doofenshmirtz's lap there. He's using the real Perry the Platypus for his dummy.Perry's all like, "I can't believe you're making me do this."
One of those things where you have to make up a story to go with this.
Basically, Perry is just (of course) mouthing everything Doof is saying through the side of his mouth.

I can see Perry mad at him after losing the pageant for using him as the dummy like Steve Axtell with his platypus doll.
