Oh god I can relate to that! This level was just so freaking scary!
And I always wondered why Garrett was so okay with everything!? He just walked through it like it was nothing, not even a single comment.
And I was also sitting there like "OH MY GOD THIS IS THE WORST"
so we just had to imagine how corvo would look like walking around there

I interpreted Garrett's silence in the Moira asylum as a sign that he's a lot more badly scared by the place than he's letting on. He has no sarcastic or punny quips, and he makes no observations of what he sees and hears. He's focusing as hard as he can on what he needs to do next in order to find what he came here for so he can get out of there as quickly as possible, because if he allows himself to stop and think about the fact that he's trapped in the asylum and there's something monstrous and inhuman in there with him then he'll find himself cowering in the corner unable to move until they find and kill him. He forces himself to keep silent and to keep moving because if he stops then he's going to fall to pieces.

The other, more meta, potential explanation for Garrett's silence is to increase the player's immersion in the level. The player gets sucked into the atmospherics and the setting and experiences Garrett's reaction on his behalf as if they were truly there. If Garrett made too many comments about what he sees then it will remind the player that they're not really Garrett and break the immersion. Having Garrett largely silent makes the asylum so much more real and so much more creepy.

Thats probably it, I mean I really didnt think about his reasons for being silent, while playing we just wondered and chuckled a bit about it.
But it surely makes sense that he tries to keep himself focused.
And of course it was for the players feeling, its always about that in a game so there are different factors why he was so silent in the asylum and not making any comments.
I enjoyed the asylum as much as I was scared
