Hey so I suck at crits but here I go?
Over all I think this is a pretty good piece.
ANATOMY:
The focal points for this section would be her neck and her hands. Her neck is a bit long and that's about it there.
For her hands, it's her fingers mainly. Except her pinkie on the lower hand. IMO that is a beautiful pinkie.
Each individual finger has it's own flaw. The fingers on her higher hand (our right, her left) seems to have short segments, mainly after her second knuckle.
On her lower hand, the segments are very round and then very thin at the knuckle. The thumb on that hand seems disconnected.
I think normally her face would be brought up but I've seen that style of face/muzzle? used before and it's more of a stylistic thing than an anatomy thing.
Same with her eyes.
I really like that you've given her defined arms.
TECHNIQUE:
I know it's hard to use traditional mediums. I don't usually use them myself because of how much discipline it requires. It takes knowing what you want and having a steady hand to really get out something good so I admire that in traditional art like what you do.
I don't know if you color first then line or line then color, but something is getting in the colors and creating smudgie spots. If you line then color, I only suggest waiting until the ink is def dry before coloring. If you color then line, I suggest doing it bit by bit and waiting for each part to dry before proceeding so you don't accidentally smudge one part of the lineart while doing another.
As for the errors in the lines like on her heel and her bang, really that seems to be a matter of practice and getting a really steady hand.
When you scan, I suggest using a program to up the sat/bright/contrast so that the color and lines will be crisp and the flaws in the paper will hopefully be drowned out.
That, or using a program, cut out thee subject then past onto a clean canvas.
The pose is really great, and the background as well as her colors illustrate very well what her theme is.

I'm not going to lie I really like her design. Have you thought of inking and coloring these kid OC's digitally? I bet they'd look great. We're doing a soft reboot after Sapphire's arc ends, any chance we'd see these guys or Kate pop up again?

Mainly just like Goggles how their designs are simple yet effective, they aren't overdone like a lot of OCs are. Kinda like how the water one just has hints of blue and the fire one just has fiery tips at the end of her dress. It's just that light design touch that strikes a balance between normal cloths and I have powers, it's not as blatant as like a super hero that has like a bat or a thunderbolt on their bright outfit.
