Well, like I told you earlier, Ms. Shimmer let Flutters drink her blood and in return she get her saliva..!
Vampire's saliva contains some compounds that prolong bleeding and prevent constriction of blood vessels near the wound.. it also greatly reduces pain..!
It means she could bite you in your sleep and you wouldn't even feel anything..!
So about Flutters in the episode.. I don't know if she still has bat-like powers, but she's not a vampire bat.. she's more like the flying fox, a fruit bat..!
