I personally headcannon that the reason they can’t touch water is that it’s unnaturally filled with pollutants left over be Human civilization; a civilization far more dangerous and self-destructive than ours ever was.
Plus, it’s been said that Agent 3 smells quite bad, implying poor hygiene, which then implies some sort of bathing exists.

I didn’t mention it, but that’s actually covered in my theory—anything not dead or on the surface evolved specifically to live in such polluted waters.
