One old police character I made for a character contest based off of a law enforcement challenge, made into two separate characters done through editing. The Enforcer was the original I made some odd years back. I was going to just post him alone with a boring story, but then I had an idea to make a character from him I made up in concept like 10 years ago, The 8th Amendment Assassin. I came up with that dark character back in high school. I came up with a story as it came to me and this is what I’ve came up with. I hope you enjoy it, I put a lot of effort into the story.I’d say concept of the character(s) is a little mix of Halo Spartans (in armor and power) with Captain America and Punisher in personality for inspiration. The story is something I just came up with as I typed it out. Had a moment in inspiration for writing, well texting/typing on my phone.

Real Name: Trevor Barnett & Darren Shaw
Height: Both 6ft 4in

Barnett Skills:

-Isn’t held back by guilt or anxiety. Fearless.
Powers/Abilities:
-Highest possible human physical fitness and condition.
-Metahuman physiology (lactic acid doesn’t hinder them as severely), athleticism, strength, speed, reflexes, agility, durability, memory, cognition, healing, and awareness (senses).
-Strength limit is around 1 ton with a lot of effort/strain and exhaustion. In suit, strength enhancement is capable of being able to push over or move a fire truck with medium effort.
-Can reach speeds of 45mph. 60mph in suit. Suit also reduces endurance/stamina expenditure significantly.
-Reflexes are very quick and aware/keen. Suit enhances the reflexes slightly for easier control. Estimated with enough concentration to be able to catch a bullet.
-Skin and bones are tougher/thicker/more dense. Suit further increases overall durability. Suit is mostly bullet proof and can survive most elemental conditions. Capable of providing oxygen in no oxygen environments.
-Memory is Eidetic to the highest degree possible. Capable of comprehending and understanding things very quickly.
-Healing is increased significantly. Knife and bullet wounds can take mere hours to heal. Bone damage or more severe damage can take up to 24hrs.
-Enhanced vision, above 20/20. Suit grants various vision modes such as night, thermal, and X-ray vision.
-Above peak human hearing. Keenly sensitive to noises and frequencies. Suit further helps concentrate/focus it.
-Enhanced sense of smell.
-Reduced pain and heightened tolerance.
-Suit has an internal computer that can be seen through the helmet/eyes. Fast index of information of people, places, and items. Has tracking and problem solving capabilities.
-Conditioned emotions and psyche so they can be peak leveled protectors. Anxiety and fear are near non existent. Though Barnett is more ‘down to Earth’ and ‘human’.
Bio:
The Enforcer program was set up to find the most suitable participant to be chemically, genetically, mentally, and physically enhanced to meta (beyond) human levels. The selected volunteering individual, if they survived the procedure, would be trained to become an elite soldier and enforcer of the law for high risk or dangerous situations dealing with crime. It was started to help control rising violence and crime in a city due to lacking of police morale and competence. The Enforcer was meant to be a symbol of hope and be a city hero people could stand behind. The scientist who created the procedure only was willing if the person selected was made into a tool to help people, not control them.
Enter Darren Shaw. Darren Shaw was an inmate in prison for assault and battery. However, his charges were due to excessive vigilante behavior and his psyche of punishment. He was a very tough man, physically and mentally, and seemed like a perfect volunteer subject to test the program on. The theory was that procedure could better condition his tendencies and make him a hero when enhanced psychologically and taught how to be a protector. They offered Shaw a chance to get out of prion and turn his life around if he was willing to risk his life to become an Enforcer. He accepted.
The procedure was grueling; Shaw barely survived it, but came out of it as a success due to his powerful will and natural toughness. He went from 5’11” 180lbs to 6’4” 350lbs due to increased bone density and thickened skin. The procedure also consisted of implanting cybernetics/metal implants in various parts of his skeleton, especially the spine, and muscles. These additions aided in making Shaw more durable and increased his physical capabilities even further. There was also parts added to his brain to neurologically connect his mind to the Enforcer armor and aid in stimulating his brain for further cognitive functions. Furthermore, the suit was made to be an exact fit for Shaw and not only increased his height further, but made Shaw an overall towering force of power.
For months, Shaw was trained and conditioned both physically and mentally. The limits of his abilities inside the suit and outside the suit were constantly tested and pushed. Once he was deemed psychologically and physically fit for service, they deployed him into a heavily crime infested region of the city. Within hours, Shaw ended 5 gang rings, 8 drug strongholds, arrested 20 criminals, and saved many lives. Within a day, the crime infested region of the city was considered a low to moderate criminal threat.
For several months, Shaw was deployed and recognized as the Enforcer, becoming a bit of a celebrity amongst the nation. He was seen as a superhero since with all his powers, he still had the spirit of wanting to make positive change instead of looking to simply arrest or control.
As it reached to the end of Shaw’s first year as the Enforcer, personality changes were seen and noted. Shaw started to become anxious and impatient until he was deployed, and once he was deployed, he became a machine of intense focus toward the objective. Shaw began to become aware of how he’d clean things up, but then some of the criminals would seep back into the world to harm people again and again. He started to become intense in attitude when he began to notice the criminal justice system fail to enact true justice, allowing greed, money, and politics to decide who was guilty and who was innocent. Shaw started to deviate and disobey direct orders because he knew they couldn’t stop him if he didn’t didn’t want to stop. He became rougher and rougher in handling situations, especially with vile criminals.
Shaw’s first slip up was when Shaw and a team of officers were arresting two criminals suspected to have murdered a child. One of the criminals decided to be difficult and try to assault another officer who was simply trying to gently hand cuff the criminal. Shaw choked slammed the criminal with a ferocious growl, cracking the pavement from the force of the slam. Looking down at the unconscious criminal, he sneered, “Piece of shit”. This caused the other apprehended criminal to panic and take advantage of the distraction of events by making a run for it. Shaw was at his limit in patience and ripped a police car’s door off its hinges and threw it down the street like a disk at the fleeing criminal, completely cutting him in half. Shaw showed no remorse and looked almost pleased. Of course bystanders recorded the series of events and the ordeal became national news.
Crime drastically dropped in Shaw’s home city out of fear of the Enforcer. When crime did present itself, Shaw no longer showed any mercy or empathy for criminals. He only looked to bring them down as if he was an antibody to sent out to destroy a virus. The Enforcer program lost control of Shaw and no longer could command him, as Shaw saw them all as contributors to the problem of crime by idly standing by to just get a paycheck. Protests started to form to call for an end to the Enforcer. As more people got hurt from Shaw, the protests became riots. Officials strictly forbade the Enforcer to get involved as the police wanted to handle the riots without showing abuse of power from Shaw. This didn’t pan over well with him.
Shaw showed up to the riots by leaping right in the middle of it, shaking the ground in a small radius. The crowd went from yells to murmurs. The atmosphere became unnervingly still and heavy, the tension felt thick. People backed away from Shaw’s landing and formed an uneasy and unconfident circle around him. Shaw stood up and looked around, stone cold and sneering.
“You people…” Shaw began, “what are you standing around yelling for? You people have nothing better to do…you’re cowards!” He yelled.
People began to feel even more uneasy and slowly began stepping further back.
“You think you’re all fighting for something? Think you’re brave and standing up to evil? WHERE WERE YOU when the city was falling apart to criminals huh?! You COWARDS look the other way everyday at situations that don’t benefit you, you avoid trouble even if it means you could save a life. I CAME ALONG AND DID IT ALL FOR YOU!” Shaw boomed.
“Now you have the AUDACITY to protest me? NOW you choose to fight evil, and see ME as the villain? Now YOU fight as the voice for these vile animals I’ve put down? Cowards. I wouldn’t have to be a necessity if you people stepped up to the plate to make a difference. You people don’t deserve a hero. No. We’ve had enough heroes. What you people need is a MONSTER!” Shaw scolded.
Shaw stepped forward and the crowd surrounding him stepped back. Shaw then started taking his armor off until he was now just a man standing before the crowd. “You want to do what you came here to do? Or you just all for show and cowardly waiting for one brave soul to at least follow through? Step up!”
Police and swat came flying in and aimed their weapons at Shaw, demanding he stand down. Shaw got ready for a fight as the swat team started to surround him. Things were beginning to look like a small scale battle was about to destroy the city block. This all ended when a small girl walked forward from the crowd and threw a rock at Shaw’s head. Shaw quickly brought his attention to the little girl, who had a look of anger and determination on her face.
“You were supposed to be a hero! Give hope. I wanted to be like you. Now you’re just a bad guy and a bully!” The little girl scolded and cried, throwing an action figure of the Enforce at Shaw.
Shaw watched the action figure shatter on the ground. He fell silent. The monster was shrunk down by a small child who was braver than everyone there. Shaw fell to his knees and put his hands behind his head in surrender. “I did it for you. I did this to protect kids like you from the real monsters” Shaw silently said to himself as the swat team surrounded him, subduing him to be taken away. Shaw was to be thrown in a high security and highly advanced holding cell until he could be rehabilitated back to a mentally stable man.
A year pasted and crime came back with a vengeance to go on to break new record numbers. Eventually, the Enforcer program was brought back on the table. However, this time they took in a large group of volunteers from police officers, firefighters, soldiers, and even marines. Out of all the participants, one young police officer named Trevor Barnett stood out the most. He was a team player and was a hero in spirit. He’d sacrifice himself for the better good of his team and others in drills and constantly showed strong perseverance in completing the task. The best part of Trevor was that his actions weren’t done in order to be the victor, be the winner, or be the best, he was just naturally a wholesome and brave man by instinct. Trevor displayed incredible problem solving and capability to remain calm and understanding in even the most intense of circumstances. Trevor was finally chosen when he sacrificed himself by taking a bullet for another officer about to be shot by a criminal. Even after being shot, he was able to subdue the criminal and not use lethal force. They found their next Enforcer.
As a couple months passed, Trevor became a new and improved Enforcer with upgraded gear and precautions. Trevor was able to bring back the faith of the nation in his version of the Enforcer, becoming an inspiration to many due to his heroic and empathic nature. Criminals even began to respect him since he was so willing to listen and make a difference rather than just enforce the law. Trevor was truly making a difference. But one unfortunate day would change everything.
During a raid on a sex trafficking ring and stronghold, Trevor was able to round up the vile criminals and save the victims. However, one criminal able to slip by and take one of the girls hostage. Trevor tried to reason with the criminal and not put anyone in danger, he wanted to save everyone. Unfortunately, Trevor’s heroics didn’t pay off as another officer who was sneaking up behind the criminal startled him, making him shoot the girl he held hostage. Who was this girl? This girl was kidnapped from her parents months ago and happened to be the same girl that stood up to Shaw back when he was the Enforcer. The news of the death of the girl eventually reached Shaw who was still in maximum security holding. Further, Shaw heard the scumbag who killed her was released on bail. This awakened a slumbering rage inside Shaw and ignited his old flame into a new fury.
Shaw eventually broke out of captivity and stole his old Enforcer suit, vanishing away, even being untraceable by Trevor.
Within a few weeks, the man who killed the girl was found dead in an old abandoned warehouse, hanging upside down, having bled out. The man had a huge number 8 carved on his chest with a note crumbled up in his mouth. Trevor reached for the note and it read,
“I did what you should have done. Don’t get in my way, I’m cleaning the filth that you brush under the bed. I’ll be the living personification of the 8th amendment. I believe the punishment fits the crime for this human trash, don’t you think? -Shaw”.
Will Trevor be able to find and bring in Shaw, or will Shaw elude capture? Will Trevor want to save Shaw and save him, or will Shaw corrupt him first? Who’s way is the right way to clean the nation, who’s way can actually prevail? These many questions are but the few to be answered in the ever on going pursuit of justice and saving the innocent. It’s a classic case of an unstoppable force meeting an immovable object. But what are the repercussions of their actions in trying to best each other? I guess there’s only one way to find out.
