This is one of four OC characters created in the early 90s together with my best friend. Cortez belongs to a brotherhood that comes from south america this contains:
Slavador - Comes from El Salvador
Picasso - Comes from Brazil
Cortez - Comes from Aruba
Vincent - Comes from Mexico

What happened to him?
Cortez ran into some people dumping barrels of chemical waste into the caribbean sea, the goo mutated him.
He woke up later on a beach on the beautiful island of Aruba.
The first thing he saw when waking up was the fin of a shark nearby.
Suddenly a shark pops his head out of the water, this was Hydero another who was mutated by toxic waste.
Together they started to protect the caribbeans from poachers and dumpers
