well Muro wasn't mute in PMD-E so I guess it is just her mistrust in everyone...
If I remember right she had a hard time in her hometown making her mistrusting everyone till the point to not able to speak to them... Especially when it goes about other members of the chu line (Seen in her interactions with Summer where she thought he had followed her from her hometown and wanted to poison her as he offered her a simple oran berry)
