Well, this one's a whopper of a Whiscash. Since the anime broadens the horizons of PokΓ©mon, it clarifies that a Whiscash this big would be considered quite valuable.

It's not just any whiscash, it's a whiscash he's been trying to catch for many years. Due to being a fisherman, it has become a life long obsession for him. Therefore, legendary pokemon would not interest him, and he got that masterball for this one purpose.
