By strictest definition it's a reasonable facsimile, not Sith Lightning but rather is referred to as Electric Judgment. I recall Jacen Solo using it as a Force technique in a couple books. If he can, so it goes, no doubt Yoda could crack out a few bolts to straighten out the situation

It's a Force power. Any Jedi of sufficient power can manifest and control the ability. Sith just happen to use it for nefarious purposes
