I was feeling that Blitzy here was looking a bit plain so I jazz him up a bitwanted to give him more of a scientist look with a dash of vampire
and I decided use the four tentacles from his original concept
im probably gonna get alot of "he looks like a fusion of Red Skull and DR. Oct"

I'm rethinking his story but so farΒ
he was a human scientist who studied storms, tried to create a machines that can imitate the power of a storm but accidentally created a weather machine.
some power (im think some government men in black kinda thing) are trying to either take his invention or kill him to keep his secret from the people.
he comes cross a man who is Pride in disguise who offered him protection and power if he agreed to sell him his soul and then became his second in command
he creates Pride's army use his science and Pride's blood, which is why they have a mechanical look to them
he was turn in to a energy vampire who can control stormsΒ
I kinda use an old schooled comic like back story for him
