I think, everyone knows - first Kamen Rider adaptation, Saban's Masked Rider is a frankly fail. But since this series was part of the Power Rangers universe, I think many people think about it - then what happened to the Rider? And my most likely option is that he died in the "Countdown to Destruction", the "In Space" season final. And, probably, he was killed by Astronema. Even the rest Masked Rider Warriors (based on previous Kamen Riders) was killed. And along with their death, the Riders technology was irretrievably lost. Or not? Given the fact that according to the last series in the production cycle, Dex should have a son. And I have an idea about what could become of him. And I will share it with her - in the near future.
