I dunno. I kind of feel like the game has consistently getting sillier with every sequel. The last game had a killer schoolgirl and giant Japanese robots, so I think bringing Yuri back would be a step in the wrong direction.
But Red Alert Nazis are impossible. The entire series is based on the premise that Einstein went back in time and killed Hitler.

We can still bring back Yuri and intro the Nazis, there just needs to
be a massive time travel accident, there is a conspiracy that the Nazis
experimented with time travel anyway.
A whole bunch of time machines can just crash into each other on the chrono
timeline XD

I suppose goofy techno-wizard Nazis WOULD serve to drag the Red Alert series even further into the realm of "alternate WWII that's so alternate it's basically not WWII anymore".
Also, a time travel collision would give them another excuse to make a level with a bunch of infantry soldiers shooting up dinosaurs. That part of Yuri's Revenge was AWESOME.
