Yep. Melanie and Militia's outfit were actually the first outfit concept Monty Oum had for Ruby and Weiss. He liked then and kept them giving them to Melanie and Militia. Or it was he liked those outfits and created Melanie and Militia just to were them. I don't remember but it that's basically it.

actually i believe he said in a post somewhere or in a video that he created the malachite twins because he had a couple friends who wanted to cosplay twins, and thus "ask and you shall receive" was put into effect. I think it was also their personalities that were supposed to be for Rubbles and Weissicle as well, mentioned in the same post. Don't mean to be a know it all, just saw the conversation and decided to put in my two cents. :3 has nice day
