As many have said; white lashes is probably gonna look pretty neat. The blue tips are actually a nice addition to the feathers, but I do think they would benefit from being cleaned up a tiny bit; it looks a little messy right now. This goes for the blu in the hair as well; it doesn't quite look part of the hair.Β
I like the shading on the wings; the technique is nice and soft. I would recommend trying out hints of other colors in the shading, however, as that can really bring a drawing to life some more. You can keep it simple with really just a hint, or just go with something instead. I feel like you've already done this a bit with the blue spikes, it's mostly the feathers I'm talking about.
The same can be said for the highlights; every color you use is shaded and highlighted with darker and brighter versions of that color. Highlights with a different tint to them can give the illusion of a certain type of light; outside light tends to be cooler, inside light tends to be warmer, and so on.
You could also play around with different light sources a bit. That's more difficult, but tends to give interesting results.Β
Overall I really like the design. This certainly looks like an interesting character.

I think white eyelashes would be great! The hair and eyebrows are white, so naturally I would think white eyelashes. Plus, it would definitely give a more ethereal look to the character.
I also support extending the blue on the wing tips to make it more elaborate. They would look good as plain white, but I think with the blue in the hair, a more elaborate design would be appropriate.Β
If you're planning on re-working the armor, I'd personally make it look more like ice. Right now it looks like feathers, but if you want to push the "Angel of Winter" idea, I think that would be a nice addition.
On your next time through, you might want to try either shortening the second row of feathers or extending the bottom ones. There's nothing wrong with leaving it the way it is, but birds tend to have feather at the bottom of the wing that are significantly longer than the other layers.Β
I do have one tiny criticism that the blue in the hair looks a little off the way it is placed now. It looks like it was stamped onto the hair rather than being organic, since on the right side it's mostly an outline of the hair (and of course, any shapes that don't follow the shape of the hair don't look organic). That said, this is clearly some sort of magical being and it might not matter. Just something to think about.

At first i need to say that i like this one!, the concept and the shading are great!, however i think that you need to work more on the anatomy. Another thing that i need to say is a recommendation about the background, it isn't necessary a complicated one, but i think that looks a bit empty. Probably with Β some blurs or unfocused parts the picture gets an air like "calm", "quiet" without the needing of an complicated bg.Β I hope that my comment can help you, keep it up!

I'll have to save those anatomy images for later, but this character is not supposed to be as muscular and masculine as those images, instead being more sleek. They are still helpful to me for other characters.

The style I used might not have made it that clear, but It's supposed to be a type of ice. (Not normal ice, but some kind of abnormally durable supernatural version that doesn't melt easily even when exposed to fire).Β I was trying to find a way to color it that was quicker than adding icey lighter highlights through out, but it made it look less like ice.Β

White Β for eyelashes actually sounds pretty good to me - might make their eyes pop better. It might not be a bad idea to try it out and see how it works.
Also, love the feathers, though overall wing shape could use a little work. They look a little boneless.

The black or darker blue eyelashes works fine. White would pop out more but also perhaps either stick out to much or blend into other parts of the plumage. Do a mock up just to try it anyway.
