I wanted to make a cloudy and/or winged Flying-type Eeveelution because I really like those, but I realized that has been done many times before, so I tried something different here. This Eeveelution is inspired by hand kites with rainbow or blue runners. I made a blue ribbon version because those colors also look "airy" to me, and I like it better, so I ended up making that the default version, and the rainbow the shiny.

Rainbow Dazzle: When Kiveon is using a Flying-type move in the air, opposite gender Pokémon may become infatuated. Flying-type bird Pokémon become paralyzed.
