Celestia was able to move the moon for a thousand years without Luna. Twilight was able to do it in the season 4 ending. Discord was also able to do it. It's obvious that if on has enough power, they can control the celestial objects.
And If you read the book name "journal of two royal sister". You will see that Star Swirl the bear band and unicorns group is the one who raise the moon and the sun. Before Celestia and Luna grown up enough to take that role from them.

More like Rarity has the powers of Nightmare. Nightmare and her army loved the night and thrived in Darkness. Nightmare had the power to control the darkness after being attached to Luna for so long but still needed a body to actually do it. Rarity in the official comics actually forced the moon to stay in the sky when Nightmare took over her body.
