Warning : This story takes place 100 years after Rarity dead. This story base on season 4. So anything that happened in season 5 will have nothing to do with this story.
Warning : This story's an alternate universe and is really crazy at times. Sometime it's none sense too!
Warning : a lot of 4th wall breaking and referencing. Sharing universe with "To Love God - To Love Mortal" but in the future and more crazy. *You don't need to read "To Love God - To Love Mortal" to understand this story. It's just have many easter egg for that story here.*

Discord its because of chaos and Twilight was never able without Celestia and Luna's TALENT. Rarity have nothing to do with sun and moon even in Nightmare Form.

If you careful read it. You will see that Star Swirl said "Alicorns possessed a level of magic of far beyond anything a Unicorn could ever imagine, Raising and lowing the sun and the moon would't cause us(Celestia and Luna) any harm"
It's obvious that if you has enough power, you can control the celestial objects too. Nightmare Pony have a power that nearly equal to Alicorn after all. Celestia and Luna may have sun and moon cutie mark to tell everyone that they good with Raising and lowing the sun and the moon. But It don't mean they the only one in the world who can do it.
....*Sigh* Why people this day always try to find a logic in the world of magic anyways...

Well i can easily counter logic that. Its clearly stated multiple time that the Talent is more then just "Oh i can do this with ease" Only Unicorn with a talent in magic can perform all kinds of spell while the others are mostly limited to spell related to their talent. It doesn't mean a Unicorn can't learn spells out of their Talent but its mainly the case.
Now putting Celestia and Luna into this does the same. Another Alicorn of the same power as Celestia and Luna wouldn't be able to move the sun and moon as well as them without consequences... So even a Nightmare Pony wouldn't really be able to do that let alone without even noticing it.
Starswirl himself couldn't do it and when the Unicorns did it before Celestia and Luna, they were losing their magic forever, the only reason why Twilight could to it and even then without struggling like she was fighting against someone even with the power of 3 powerful Alicorn is because she had not only their magic but also their talent since when they gave her their magic, their cutie mark vanished.
So. Nightmare Rarity or Rarity with Nightmare Rarity's power, can't move the sun and moon without proper training/spell and else.
And for your last question. Because magic does have a certain logic behind it and if you really just take that out. There will be no limit and no fun. Anypony can just do everything. Lyra raise the Sun and Moon. Lets see Rainbow Dash grow mountain out of the ground and see Applejack fly by flapping her legs :3
