Her horn is just like Starlight's...it just looks like that because she's using her magic, Β she learned the self-flying spell from her mother, and there is a possibilty that she just have that ability naturally.
If you look closely, her horn is illumunated like a lightbulb, Β and illumination covers her entire body, that's how she's able to fly without wings.
