Yes and it shouldn't be confirming her. It should be speaking against such thoughts. As a ruler she's never going to have everypony agree with her and she'll always have her critics no matter what she does. As a pony at the very top Celestia can't doubt herself like this.

This is an emotional talk, an' it's fun to see the two communicating, a unique idea as far as my experience goes, though it does seem to imply that there were absolutely no other option to resolve the problem thanΒ basically grounding Luna for a thousand years. I have trouble envisioning a scenario about their conflict where that was somehow the safest and necessary option.Β
Don't get me wrong, I realize she was probably emotionally compromised at the time, and that she regretted it shortly after, but I often do see people either portray Celestia's motives as either bad, like she's confiding in Uxie about here, or that she had no choice. It's easiest to believe that she made a very... Human mistake due to her emotions at the time.Β
