Hahaha, from the way Vegeta explained it to Goku in the manga (which was so wonderfully not included in the anime) only when the sun's light hits the moon at it's fullest can saiyans absorb the "zeno" energy through their eyes and activate a certain gland in their tail.
But anything is possible in this lovely little world you made anyway.

Glad to see ya back at it! I liked the barely seen bit of blue and the shading to Veg's eyes.
It's funny to think that as you're looking at the size difference in panel two...Veg could easily chomp his mama without batting an eye. Good thing Goku got through to him!

I noticed you used a hint of blue instead of the usual black and white for your lines. I think it looks really nice and is an easier contrast on the eyes. ^^
I love the details you put into your drawings. There's so much to look at while at the same time, when you step back, it's kind of simple looking at the same time.
One of your strongest points has always been conveying emotions, in my opinion, and here you've yet to fail. I could actually feel a little bit of a 'ping' in my heart when I reached the third panel! I think I'm going to go with Chuey on my guess as to what that means, but I really, REALLY look forward to the next page! X3
