Bishounen:
(bee-sho-nen) The Japanese equivalent of "pretty boy". Bishonen are male characters with soft or sometimes very feminine features.

Oh wow, thats awesome.
I know it's an OC character of yours, but it could be Vaarsuvius so easily. Thats a famous elf character from the Order of the Stick webcomic. The character's gender is constantly in question, on one knows if 'it's' a male or a female, and it seems you've produced that effect so very well here. Not to mention the character also has short purple hair
