Coco is not forgettable. And Adam was a good villain... at first.

I barely remember Coco and Fox, I only remember Velvet because of her hologram version of the main cast (and Penny's) weapons and Yatsuhashi because of his badass sword XD

I dunno that there Ruby fella bein' in God tier... precious? Sure, she's cute enough, I guess. God tier though? Mmm, bit of a stretch.
I also think Salem is a mediocre villain; just because she's the main villain doesn't make her good.
I think her plans are actually extremely poorly thought out, her motivation is weak and not specific, and the fact that she's been at this shit for supposedly thousands of years, and yet by the beginning of the series, she has made literally zero headway into her master plan, really paints her as incompetent in a way that is inconsistent with her portrayal. Ozpin should be laughing at the very suggestion that Salem might be a serious consideration in his day-to-day life given how much a fool she has been made to look by her constant inability to gain traction. I mean, it's like she didn't even know that Ozpin could resurrect himself, even though she has verifiable proof of the fact that he can, indeed, do that.
I think Cinder is a fair assessment. I actually think that there was a point in the series where she was probably the 2nd best villain in the show, next to Torchwick (who is correctly assessed as the best villain, and should frankly be in a tier of his own, but to each their own), just because she was so smart, patient, and methodical. Then she just... fell apart. She became this vengeance obsessed edge-lord with no presence, no authority, no menace, and no forward thinking ability. I hope she makes a comeback in future episodes.
Other than that, it's all whatever.

Well, Ruby is my absolute favorite character (generally she's tied with Weiss for me, but Ruby has a bit more of an edge) so that's why I put her in god tier XD
Salem... I admit is laughable, but I put her in "good villains" because yes, she isn't very threatening but her backstory was good (even if think it wasn't done at the best time) and because she's voiced by Cortana... and because she seemed threatening when she was first revealed in Volume 4 (I know she was in Volume 3's ending but she wasn't delved into for that volume)
Glad we can agree on Cinder though, I liked her in Volumes 1-3 and then like you said, she became a revenge driven edge-lord after she became the fall maiden... also glad you agree Torchwick is god tier XD

Been watching the series so far just finished volume 4, must admit Weiss,Winter,Adam Taurus,Qrow,Roman,Cinder and Neo are pretty great characters.

Just skip volumes 5 and 6. There trash in there own way.
Also to preserve that thought of Adam being a good villain because during volume 5 and 6 hes reduced to a spitful relationship plot that really is out of Fucking no where

Quite reasonable to have lots in the forgettable category. Gotta love a story with lots of characters but it also means many of them are underused/underdeveloped.Β

Yeah, I think the bulk of them were just because they were made for the Vytal Festival (or in CRDL's case made for one specific arc than just cast to the wind), Oscar is mainly forgettable to me until I watch the show, so I just put him there because I only remember him when I watch it XD
But yeah, underused/underdeveloped characters is quite a big issue with RWBY, even if they serve important purposes in the moment

I'd chalk it up to RWBY being a show much different to Red vs Blue which is really the only thing the writers had under their belt before starting work on RWBY. Many of the designs are neat but there's lots of filler characters and even some of the main ones are rather one dimensional.Β
