5,000 hours in MSPaint laying 3 pixels at a time(or maybe it was a couple hours in photo shop? )

Not really much to it.

With Photo Shop,
You get a drawing and make the image size around 5000 pixels(high or wide)
Make a new layer
On the new layer use red/blue/bright color to do the outline of the drawing(fixing lines or adding some)
After all the lines are done go to 'replace color' and change the outline color to black.
Throw away the base layer(original drawing)
Color in the outline as you like
Then resize the image down to around 3000 max and save
