I believe this is an Earth transmutation circle. Or at least, one for wood. The most I can say is it works with wood (as that's what Al and Ed used it on back when their mom was alive). But I imagine that the reason it isn't used anymore is because it's not very powerful. The diamond shape represents all four elements, this circle is only ment for reshaping, like what they did to the floor, or in the alternate version where they transmuted a pile of birnt cloth & wool into a doll for winry, is likely unable to brake down complex creations like the radio, or isn't as versityle as the one al uses al the time.
