Hm... While it looks very pretty, it doesn't show that there is any rain involved at all, except for the rings on the water. If you try another picture involving rain, then you should try for a good background, or to make the rain itself more visible.
Maybe it's the girl's expression that you're not happy with.. While her body seems to say that she's happy, her mouth makes her look more angered, which doesn't fit that well.
I hope you try again, because I know you can do it really well!

I deleted that part after I found the pic didn't turn out as I want ,that's why you can't see the rain.
And about the bg ,after the things above I lost my passion to draw a good bg ,haha= =
