There isn't a tool called the 'blend tool', but there is a smudge tool and a blur tool which both do a blending effect

It's been so long since I did the tutorial/used a mouse but I believe I used 20ish opacity and the size just depends on what you're doing - what feels right, basically

Go to:
Image>mode>RGB
Layer>transparency>color to alpha (and keep clicking OK)
Then put all other layers under that layer

It's a little bit difficult...I can't get any of the shading or highlighting right. I mean, it's a good tutorial...I'm thinking it may need some more detail (EX: rates, opactities, base color and highlight/shading matches, etc) I'm still trying to figure it out and get it right.

If you use a tablet, just go lightly, if you use a mouse about 10% opactiy, sorry I forgot to add that
