Akina Fukuda is a North American-born Nisei (daughter of immigrants from former Japan) who has lived by the sea her whole life. Probably because of her father, retired Lieutenant Colonel Isoroku Fukuda and the exploits of mercenary codenamed "Scarface" (said to have singlehandedly brought down the entire of then-defense giant Aspindza AG) made her interested in the military at an early age and pursued this dream by eventually joining with the AUC's armed branch, an organization wherein she managed to achieve some notoriety for her endurance in battle conditions. When the so-called '21st Century Soldier' project was put into motion within the Assembly of United Corporations, she was one of the first to volunteer themselves for field-testing of the new equipment. While the project was terminated, she was allowed to retain the gear and weaponry, making her a somewhat unique soldier in battle. The next project she joined in, the United Defense Initiative, was certainly more succesful, and due to her leadership abilities she ended up as the squad commander.

As it is common with the GFS Corporation, her family was relocated within the Chinese Central Plains several times and eventually relocated to the Mississipi basin to work on the enormouos farmlands the GFS owned in the area. As a young girl Jessica grew quickly bored of the constant relocation and joined the Pacification Unit, one of the largest corporate armies in the world. As the GFS wanted to strenghten its links with the Assembly of United Corporations when the UDI project came along to integrate several corporate militaries, it quickly put forwards a small group of female soldiers to join in. Thanks to luck and a ballot, Jessica ended up being chosen; and managed to secure a position within the unit thanks to her problem-solving and level-headedness; and despite her passiveness and her propensity to fly into a rage whenever a piece of electronics shows the slightest malfunction.

However, corporate sabotage, the assassination of several important allies of the family (including Jeanette's fiancée) and other underhanded practices by what eventually became the West European Corporate Consortium quickly began to wear down Jeanette's family wealth. The RSPC was finally bought over by the WECC after Jeanette, her sisters and her close family were all kidnapped by guerrillas from the 'Frente de Restauración Hispano' at sea during one of their vacations. While it is unknown how the terrorists acquired gear advanced enough to pull off the operation, it is widely believed the WECC was the culprit. The kidnapping resulted in the death of Jeanette's mother, father, bodyguards, tutors and servants, and she was raped and kidnapped, eventually forced into slavery in Central America. She was rescued by a distant relative on the payroll of the SMP Eurosocieté financial corporation and was put in security, where she discovered her talent for accurate shooting. Her employer's large wealth easily influenced the AUC enough for her to be instantly added to the UDI. Like everyone else in the city, she turned to arms as a means of sustenance and formed a small band of child soldiers with her friends on the orphanage after it was closed down following the murder of its owner. As a child soldier she was on the unpaid ranks of a multitude of militias and terrorist organizations and while she grew up she had deals with most of the world's known terrorists and insurgencies. However, her band of mercenaries gradually lost its members to enemy fire and accidents until only she and her companion, Morgan, remained. She was paid by an unknown organization to destroy up the Exavil-owned experimental maritime installation 'Fiat Lux' but failed and was captured by the UDI. After spending a couple months in jail, she agreed to be released under the condition that she joined the UDI and helped them capture a ring of cyberterrorists who had collaborated in the Fiat Lux assault. She posesses a notably tomboyish, cocky personality which puts her at odds with her superiors, but makes up for it with combat effectiveness and legal loopholes.
