Doubt it. The way things are described in Skyrim, the sanctuary in this game is THE LAST SANCTUARY ON ALL TAMRIEL OMFGWTFBBQ WE ARE DOOMED SAVE US PLZ?! So most probably, Arquen was killed by the Aldmeri Dominion/Thalmor or something.
Besides, I understand elves only live a few hundred yers in TES. Aydel is 222 years old by the time of Skyrim, and supposed to be quite olde really, And as he was only 21 at the time of Oblivion, I guess Arquen would be a grumpy old lady.

At one point I had summoned him(without any way present to get rid of him at that moment) and I was trying to be stealthy. lots of enemies nearby and I'm trying to take them out one at the time. it was very quiet. you could only hear the background music, the sound of footsteps and the breathing of the Draugr around the corner. At that moment mister "legendary assasin" decides to say something clichΓ© about the void and pulls a Leroy Jenkins. I paceplamed. I hope you're happy, fangirls.
