Do the banners with the eyes on them have a meaning?

The banners elude to Indus (the artificial planet this is set on) being often referred to as "The Eye of SOL" which is kind of an anachronistic view of their place being the center of the universe. You can also view it as a Theos version of the all seeing eye.
