Whenever I look back at this drawing, I feel like Hotshot would become a major enemy to Bushroot and Liquidator, since he can counter both of their strengths with his fire and ice powers.

For one story that I had in mind, after Bushroot and Liquidator ended their criminal careers, they decide to become environmentalists. Their first goal was to revive the many forests that had been damaged or destroyed by those who show no sympathy towards nature. While the mission has shown a lot of success, F.O.W.L. didn't tolerate what Bushroot and Liquidator were doing, and sent Hotshot to destroy their nature revival project.

Unable to stop Hotshot by themselves, Bushroot and Liquidator would have to contact Darkwing Duck for assistance. By working together, they manage to defeat Hotshot, and Darkwing Duck helps Bushroot and Liquidator even further by setting up a fundraiser to help protect all the natural forests on the planet.

It has been a long time since I've seen the TV series though, so I don't recall if Hotshot was affiliated with F.O.W.L. or not.

I remember this guy, though "Freezerburn" would be a more appropriate code name based on this pic!
