While I can't think of an Arkham Asylum origin for Liquidator, I can probably input a scenario where Darkwing Duck was completely responsible for Bud Fludd's transformation.
When Darkwing Duck (DWD) discovers that Bud Fludd was responsible for the water contamination, he tries to stop him. But while DWD was easily able to defeat Bud, he overdid it with his strength, which caused Bud to be in a situation where he's hanging on for his life. DWD tried to save Bud, but it was a futile effort, as Bud falls into the very water vat that he contaminated.
DWD became disappointed that he wasn't able to deliver Bud Fludd to the authorities, but little did he know, Bud was still alive, but transformed.
As the days passed, DWD would eventually come face-to-face with Bud Fludd again, except he now calls himself the Liquidator, and he's hungry for revenge. Confronted with a foe who's now made entirely out of water, DWD finds out too late that his own physical attacks are ineffective, and he ends up losing to Liquidator.
Fortunately, DWD survived the first confrontation, but he becomes very upset that he was responsible for creating Liquidator, and even began to have doubts about his crimefighting career. But one day, while still recovering from the trauma, DWD decided to freeze some water, and that ends up sparking something that he completely forgot about when he first fought Liquidator; water can be frozen. With this knowledge in mind, DWD equips himself with freezing equipment, and prepares to confront Liquidator again.
In the second confrontation, DWD utilizes his freezing equipment against Liquidator, and was easily able to stop all of Liquidator's attacks. And for the finishing blow, DWD freezes Liquidator's entire body. With Liquidator fully frozen, DWD delivers him to an asylum.
Unfortunately, Liquidator would eventually thaw out of the ice (due to not being placed in a freezing environment), and break free from the asylum. But at least DWD now knows one way that he can combat Liquidator.

Bud Fludd was once the president and CEO of the "Sparkling Crystal Pure Fludd Water" bottled water company. During a heat wave, Fludd decided to increase his already huge lead over his competitors by tainting their products, leaving his the only drinkable drink to be drunk. As he was sabotaging the Coo-Coo Fizzy Water bottling plant by dumping a caustic acid into their water vats, Bud was confronted by Darkwing Duck, who had discovered his crime. During the fight, Bud slipped from the catwalk and fell into the same vat he had contaminated! Darkwing attempted to save Bud, but when he reached the vat... there was no sign of Bud Fludd. Officially, the sabotage spree was solved, and Bud Fludd was listed as a victim of his own dishonest business practices. Nevertheless, a month later, Saint Canard found itself now terrorized by the master of all liquids, the Liquidator!
"Here in the sewers of Saint Canard, we've taken a local crimefighter and surrounded him with a wall of boiling water!"

This kinda has elements of Chaos 0 from the Sonic Adventure Game,
which was a living water being that had some visible bones and organs within it's liquid body.

It's an old game. The only re-release of it was on the Gamecube and PS3.
