Rebuilding how?
They don't have any tools, no materials, no engineering know-how, and no one to show them how. Pointing a gun at them to scare them does not make them sudden engineering experts. The smart thing to do would be to hire a private contractor to rebuild it, with overseers who actually know what they're doing allowing the girls to job-shadow. That way, they pay their dues and learn useful job skills while they are at it.
The guards look like they're asserting authority for authority's sake. I don't see how that makes anyone a more-productive member of anything.

Thank you so much for the commission work. In this piece, I love the posing in particular. All five characters convey a good deal of emotion/personality by way of their body language.
