Artist Notes: He's fairly large, standing about 7'0" (Explained below) His locomotion is alike to simply floating around thanks to his Levitate ability, but he can also be depicted "sitting" on his tail. Generally speaking his tail is like the trunk of an Elephant, and he uses it to manipulate his surroundings, while his long bodyfins are more for gestures and show.

Anything in small text wouldn't be common knowledge, even on his files and is only here for the purposes of his Application.    Quilhog was a naturally conceived Hybrid, stemming from a migratory pod of Seahorse Pokemon that traveled the vast distances of the Pokemon Seas looking for fertile, warm shallows. His Dragalge Father and Kingdra Mother had dozens of other Guppies to worry about, so often Quilhog was left to his own devices, and beyond anything he took keen interest in the different kinds of Humans that would dive to study and see his pod. While still in his Guppyhood, Quilhog would collect items (often seashells) in his tail and present them to divers and other Humans he came across in return for playing with him. Despite being a “Black Sheep” of sorts to the other members of his massive pod, he displayed intelligence and above all else a fascination with the world beyond the waters for as long as he could have thoughts. As he matured into a Juvenile, his playful behavior around Humans became infatuation, and often strayed far from his own kind just to spend time with the strange people who became his object of obsession, much to the dismay of his Parents.
This behavior was considered a threat to the pod, and before Quilhog could even really figure out how to get his own food he found himself swiftly attacked and driven away by any other member of his pod when he attempted to travel with the main group. Despite this, he still did his best to stick with his own kind well into his teenage years, eating scraps they left behind and still dedicating almost all of his time and energy into interacting with and learning about Humans.
It was through this desire for the outside world and fascination with People that he ended up meeting a kindly-hearted Pokemon Breeder while the pod rested on the coast of Kanto, where the Breeder would often feed him and allow him to have Human objects such as discontinued Pokeballs, Sunglasses, broken Phones, and a waterproof tablet with a large gallery of images for him to sift through. It was also around this time he had met a Shiny Dratini that the Breeder had owned and prized as a Competition Pokemon, and formed a bond with the Female named Tafiti.
Tafiti would often teach him all she knew about the surface world and Humans, while Quilhog would show her all he knew about his home below the waves, and together they would spend countless hours frolicking and fraternizing across the coast. It didn’t take much to realize Quilhog had now found his own Pod, and before he had even realized it, all his dozens of family members had moved on without him, and he happily spent his young adulthood with Tafiti and her Trainer, following them everywhere they went and all the while learning everything he could about Tafiti’s world.
    It wouldn’t have taken a Breeder’s keen senses to figure out that, just around the corner and above all else, Tafiti and Quilhog had wanted to raise their own family together, and despite their very different worlds in which they lived, they had managed to fall in love with one another.
It didn’t take much setting up on the Breeder’s part, as the two were eager to settle, and thus if anything else in the name of Science and possibly having Show-Quality offspring come out of it, Tafiti’s Breeder setup a safe spot for her now Dragonair and Kingalge to start a family in the Orange Archipelago, where almost immediately they had a beautifully golden scaled Horsea together. Quilhog had been convinced since his daughter’s birth that his purpose in life was to his Guppies, and fiercely guarded his small territory and den with an unrivaled ferocity that sent even the local Gyarados moving to different reefs. As a still Wild Pokemon, Tafiti’s Breeder attempted many times in the span of meeting Quilhog to capture him, but he had always managed to outwit them; however now with the knowledge he could produce Battle-capable Show Pokemon, they became more aggressive with their attempts to capture him, and subtly implanted a distrust towards people in Quilhog with the advances of trying to capture his Daughter.    Never before had Quilhog considered People capable of Evil, and for his entire point until his Adulthood had genuinely trusted that Humans could not harm him or his family whatsoever, however once a wealthy collector paid top-dollar for his Daughter and Tafiti, Quilhog had learned people very capable of harmful acts. While unable to stop their Breeder from taking Tafiti with a simple click of a Pokeball, Quilhog gathered his Daughter into the coils of his tail and descended deep into the coral shelves of the Archipelago, retaining their wild and uncaptured status at the cost of accepting his beloved’s fondness of Humans had been her unkind end between her and him.
    With that in mind, the following months spent raising his Guppy alone in the colder shelf of the sea festered a deep anger towards Humankind.
It was also in this time that Quilhog had become formidably sized, for his kind aren’t meant to live in the colder, deeper parts of the ocean, and that combined with his diet made him quite large as he finished maturing. (Refer to “Deep Sea Gigantism” In zoology, deep-sea gigantism, also known as abyssal gigantism, is the tendency for species of invertebrates and other deep-sea dwelling animals to be larger than their shallower-water relatives in the real world.)
    It was around this time as well that Ultra Wormholes were vaguely tearing across the Pokemon World, albeit most were around Alola for the course of several weeks, and in the wake of this phenomenon many wild Pokemon had started to go missing. Quilhog was intensely fascinated by this, and purposely sought out seismic activity in hopes of figuring out what was happening to their local ecosystem, and without much thought to consequence put himself in danger for the sake of learning more about his world.
    This is arguably the most critically important part of Quilhogs life, and formed the majority of his persona now. As this is when his Daughter, who was just as curious about what was going on but still too young to understand the dangers, was ineffably drawn into a rift and spouted out into another timeline. When his Daughter had been drawn into the rift, Quilhog had also been pulled through in his attempts to protect her, and while she stayed stable in the new Timeline, Quilhog only remained for several minutes before being dragged back to his current reality without his Daughter. In the new Timeline they had been in, Shadow Pokemon swarmed the world, and their aggressive nature and immediate attacking of him and his Daughter founded the deeply unsettling fear of Dark-Types and especially Gengar he still struggles with today, as these Pokemon tend to have dark and pointed features that remind him of the few minutes he spent in an apocalyptic setting trying to survive against them. This is also largely why Quilhog is quick to battle rather than talk, and dislikes others touching him, as it can also remind him of this time.
(This may sound wickedly crazy, but many mainstream Pokemon characters have done this, and in particular this split of the timelines is canonically existent in Omega Ruby/Alpha Saphhire. A notable canon character who is speculated to have “fallen through” is Looker, whom works with the Pokemon Secret Police, another example would be Zinnia, who spoke often of conflicting “Worlds" and opposing Timelines/Dimensions.)    In his late adulthood, and without his beloved, and now no longer able to see his Daughter, Quilhog’s resentment of Humankind and their blatant misfortune upon him drove him to act out against other to cope. For many years afterwards he festered, moving back into the shallow reefs of the Orange Archipelago for the express purpose of finding, attacking, and driving out any and all Human signs he could find. This was his coping mechanism, for if that Breeder had not taken Tafiti from him, he would not have been forced to live in the depths, and his Daughter would not have been able to fall into a rift, and nothing beyond that mattered to him. He was most infamous for capsizing vessels, attacking divers, and even in some cases outright k*lling local Pokemon, and as time went on he violently ended the lives of many Trainers who sought to capture and contain him. He was a terror to the ecosystem, and when locals could take his abuse no more, a skilled Pokemon Ranger was called upon to get him under control, and through many hours of tireless struggling was ineffably subdued and taken into the custody of a Pokemon Sanctuary, where he continued to vehemently act out against people and Pokemon alike. He spent many more years in the kind care of these Rangers, and while his violent tenancies were curbed somewhat, he still resented people with the entirety of his heart, and upon realizing he wasn’t capable of rehabilitation into the wild, he was contained in a specially designed Pokeball and sold to the first person who was crazy enough to buy him for a cheap price.

    For the first time Quilhog found himself in the possession of a Human, and while they were not unkind to him, he remained ornery. It was here that Quilhog learned much of what he puts to use today, and much like when he was a guppy, dedicated lots of his time observing his Human partner with enough collective intelligence to begin understanding basic speech and how to read and write. (Refer to Team Rocket’s Meowth teaching himself how to speak Human, very alike to him Quilhog took a fondness to reading instead, but can crudely speak in Human speech as well if he wanted.)
    Once he had learned how to read, Quilhog became indifferent to People in favor of their books, often going to lengths to steal phones and raid local shops with the express purpose of reading all he could, still ever hungry for the knowledge that the world around him had to offer. Computers were his biggest achievement, and he spent countless hours on a touchscreen surfing the web, and just happened upon the likeness of large organized groups, such as the Aether Foundation and Team Galactic.
    His attention was caught in large part by these two organizations because they both had a firm understanding of inter-dimensional theories and practices, something he had never considered possible outside when he had last seen his Daughter. He became entirely obsessed with the theories, now hoping he can one day figure out a way to somehow see her again, or in the very least communicate with her. Ultimately he had wanted to join one of these organizations, however they were both geared towards Humans, and while looking more deeply into it learned about Team Rocket online. He was impressed, for one man alone had sought to conquer the world, and all the information within it, and he had done so with equal opportunity towards People and Pokemon. If he couldn’t join Aether or Galactic, then he would join Rocket, and do everything he could to make sure Giovanni got his wish of holding the world in his palm, for when that happens then surely there wouldn’t be the smallest shred of information to help Quilhog find out how to see his daughter again hidden anywhere.
    It’s clear Quilhog has selfish intentions, and only joined Rocket in part due to his violent background and need for information, his loyalty to Giovanni and by extension Team Rocket could be easily wavered if he were ever lead to believe someone else had more information he could use. He’s touchy about his history, and all he wants is to learn all he can to see his family again, and he will stop at nothing to make sure that happens. With that in mind, Quilhog left his Trainer with little to no remorse, and feverishly digs through the Rocket terminals for any information pertaining to Ultra Wormholes.~𝐏𝐞𝐫𝐬𝐨𝐧𝐚𝐥𝐢𝐭𝐲~

        Despite his untouchable body and somewhat distant persona, Quilhog is very kind, especially to the young and frail, and goes out of his way to make kind gestures seemingly just because he can.

 - Calm

    "All is well is the world if you so truly make it such." 

        Though by no means an optimist, he is very "down-to-Earth" and level-headed, even under pressure he remains collected.

 - Personal

    "My business is mine alone."

       He keeps his private life sealed behind tightly-held lips, and those who attempt even sincerely to learn more about him get rebuffed, often impolitely.

 - Curious

    "Tell me about all you know."

        Quilhog seems to possess an infinite hunger for knowledge, and will go far out of his comfort-zone to learn new things, especially from books and other documented accounts. This can get him into trouble at times, as he will even attempt to access confidential files.

 - Family-Oriented

    "Hello little one."

        Younger, smaller, and especially weaker members of the Hideout may find out on accident that Quilhog is quite paternal, often gently curling his tail around children and allowing them to play on or around him. This is likely a species trait, as his kind are naturally meant to live in large pods, where everyone would equally tend to guppies and the frail. He also deeply cherishes those he considers family, moreso than anything else in the world.

 - Socially Awkward

    "I just.. wanted to introduce myself.."

        Between his childhood spent admiring Humans and never making friends aside from his previous mate, Quilhog tends to prefer burying his snout in books instead of talking to others. As a result he comes off a bit awkward when he goes out of his way to speak to someone. He gets more relaxed with those he trusts.

 - Confrontational

    "We shall see how witty you are after taking some of my quills to your face."

        Easily offended when pushed into uncomfortable situations, Quilhog is all-too-quick to resort to a 1v1 battle to settle things, even in neutral situations or against his own Bunkmates and Allies. He isn't this way because he's violent by nature, but he seems like he'd much rather fight someone than open up to them to them or get emotionally invested.

  • His favorite color is pink, and he can be seen collecting various pink objects (Mainly seashells) around his bunkbed
  • A big bookworm, he seeks knowledge above anything in his life, and you will virtually never see him without a book attached to him
  • A little.. big for his species, it's not uncommon for members of the Hideout to hear massive 'Thunk's rattle the walls if he takes a corner too fast
  • Has a fear of most Dark-Types, and above anything else Gengar terrifies him
  • His spined tail is his main weapon, and in most attacks he'll coil into a loop and speed towards his opponent in order to drive his venom into their bodies; where he'll typically keep a distance until it takes effect
  • His neck fins are mainly for display, and are akin to a Cockatoo's crest; flaring out when he's excited or startled and laying back when he's relaxed or focused
  • "Camouflage" is likely his most overpowered move, where not only can his typing be altered due to his surroundings, but he can by any means effectively disappear, though it's not impossible to see him if you have eyesight very keen on distortions (Refer to Predator's Cloak , where the outline is still vaguely visible if you pay close attention)
  • His loyalty to Team Rocket isn't unwavering, in particular he takes acute interest in anyone with knowledge of multi-dimensional theories and travel
  • Recently he's been very into Botany, particularly he seems to fancy flowers. This is likely due to his developing feelings for another member in the hideout.
  • A surprisingly picky eater, he'll often be seen only eating the leaves of Leppa berries and tofu-like meat replacements.
