To be exact, it's a 2 part epoxy putty that's mixed together for sculpting or anything else.
Really handy when you want to make things not possible with cardboard and give things a more authentic look.

I agree with you. It should make good Charging handles, since it would be difficult to make with cardboard. I made a musket ball out some some years ago. I was planning on making some faux bullets with it; but my dad hasn't brought any putty home for quite a while.

I'd also recommend using the stuff to make molds, since you can't replicate a complex model twice.
I'm not sure how to do that but there are a few good tutorials online.
